Where the problem is
- only one tap or shower — a blocked aerator, shower head or cartridge;
- only hot water — the boiler or water heater exchanger, the hot pipe or the mixer;
- the whole flat, while the neighbours are fine — the main valve, a filter, the pressure regulator or pipes furred up inside;
- the whole building or area — the water network; ask the neighbours and contact the water company.
What you can check yourself
- unscrew the aerator (mesh) from the end of the spout, clean off the scale and refit it;
- soak the shower head in water with vinegar for a few hours or clear the holes;
- check that the main valve and the valves under each point are fully open;
- if there is a filter after the main valve, check it, as it often clogs.
How the plumber works
The plumber measures the pressure at the inlet and at the points and checks the filter, regulator, valves and the condition of the pipes. If old steel pipes are clogged with rust, the fix is replacing them. If pressure is already low at the inlet, a pump sometimes helps, but it has to comply with the building's and water company's rules.

Technically yes, but first find out why the pressure is low. If the problem is in the flat's pipes, a pump will not solve it.
