Water or electric
In a flat, a water towel rail is usually connected to the individual heating like a small radiator, so it is warm when the boiler is heating. In summer it stays cold if the boiler is not heating.
An electric rail is independent and needs no pipes, but in a bathroom its socket or connection must be protected from water and earthed; that is an electrician's job if there is no such point yet.
Some rails are dual-fuel: connected to the heating and fitted with an extra electric element.
